 MAJOR POLITICAL CHANGE NEEDED

"Down with the Establishment!" Remember the long-haired hippie-type pinko crowd's clarion cry of 25 years ago?

Well, it took a while, but it looks like they're getting their wish.

At first the antiestablishment types concentrated their strength in the government regulatory bureaucracy and education. Therein, these "public servants" formed themselves into unions and organizations to fight the will of the people. Simultaneously, they completed FDR's plan of changing the Democratic Party into the Democratic- Socialist Party and converted the national media into a de facto socialist propaganda machine.

Now they're starting on the Republican Party.

It had to be them. Because, no thinking person would be stupid enough to open up primary party elections to non- party members unless they had some sort of devious scheme in mind.

And, on top of that, some bright lights in the Republican leadership actually allowed liberal corporate news readers to moderate the Republican presidential debates. That very same far-left corporate media running the Republican debates then conspired to pick a Republican presidential candidate. The national media, as if working by plan, launched a full scale media campaign in support of a big government supporting, liberal, Republican- In-Name-Only (RINO) candidate who is known to be dangerous to the Republican establishment and the Party's stated goals.

So, it's the "down with the establishment" crowd messing with the American way. But they seemed to have changed their minds somewhat when they grew up. Now they want a larger government with all powers centralized in Washington. They want government control of everything in our lives from womb to tomb -- including the minds of our children. And now, in an Orwellian-style move, they are even legislating thought crimes.

That's right. They legislated against freedom of speech and soon they will want to arrest people for what they think people thought.

For instance, last Monday, California Governor Gray Davis announced he will propose the broad package of hate-crime legislation recommended by a panel on hate groups Davis appointed last August. The package is to include measures to increase prison sentences and extend the statute of limitations for civil suits from one year to three.

Accordingly, Davis calls for starting anti-hate indoctrination classes in government controlled schools, curtailing hate speech on the Internet and increasing coordination of law enforcement efforts. The Governor actually wants California to develop a statewide database of hate-crime information. He also calls for a meeting of law enforcement professionals to establish common terminology and procedures -- to define and label all these new "hate" (thought) crimes.

Truly, those "down with the establishment" types are feeling their oats and disrupting our established American way of life. It won't be without consequence, though. And these consequences may be swift and severe for those in government and their liberal cheerleaders in the media. Because, real Americans, those who are the backbone of this country, are starting to wake up and become very concerned. And, they (we) are the real strength in this nation.

The first recent attempt at political change was the Reform Party. Growing pains and egos killed that attempt, but the Party's initial rapid growth should be seen as an outward sign that major change in government is desired and needed immediately.

The Libertarian Party could benefit from the coming political upheaval, but they are not organized enough to recruit that many people and grow that fast. Therefore many people, including some lifelong Democrats, are taking a long hard look at the Constitution Party -- which was formally the U.S. Taxpayers Party. <http://www.ustaxpayers.org> Generally speaking, most people are willing to let the Democratic Party continue on its path to the long, agonizing death it so deserves. Many people wanted to revive the Republican Party, but it looks as if the infighting from the far right and the disruption by the liberals and antiestablishment types may ultimately doom that Party, too.

Meanwhile many in the freedom loving wing of the Republican Party are reorganizing as the Republican Liberty Caucus (RLC). <http://www.rlc.org> Various State chapters are already in place across the country and Kentucky's chapter will be in place and very active starting next month.

But, regardless of the organizations formed, or the exact methods and means used, there shall be some very significant political changes made soon. It is unavoidable now.

FIRE THAT NEGLIGENT EMPLOYEE

If you were a manager of a major corporation, ten to one you would provide a job description for each employee you supervised. Thereafter, as a manager, you would be responsible for insuring that each employee properly performed those duties identified in their particular job description and stayed out of matters that did not concern them.

In business, people who perform their designated tasks properly receive incentives and promotions. Those who interfere in the tasks of others are let go. It's as simple as that.

It's supposed to work that way in government, too. Government is provided a job description by the supervisors -- the people. We call that job description the Constitution. The federal government is tasked with (has authority to) providing those services to the people enumerated within the Constitution. Any other function has no Constitutional (job description) authority.

To reinforce this concept in public servants, a federal law (5 USC 3331) requires that:

An individual, except the President, elected or appointed to an office of honor or profit in the civil service or uniformed services, shall take the following oath:

I, (name), do solemnly swear (or affirm) that I will support and defend the Constitution of the United States against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will well and faithfully discharge the duties of the office on which I am about to enter. So help me God.

That's it. Government workers promise God and the people of the United States that they will "support and defend the Constitution of the United States against all enemies, foreign and domestic," and "bear true faith and allegiance to the same."

Anyone violating that oath of office, then, can be properly classified as a dishonorable person, as well as a misdirected employee.

So, lets examine one specific right of the people that is easy to write about because it makes the news frequently. That is our unalienable right to keep and bear arms for protection of self, family, home and country.

There is no authority in the United States Constitution authorizing the federal government to regulate our right to keep and bear arms. Just the opposite, in fact. Within the Bill of Rights, there is a clause stating that "the right of the people to keep and bear Arms, shall not be infringed."

The words "shall not be infringed" being rather clear to all literate Americans for the past 213 years, would seem like a great guidepost from which to measure the honor of a public servant -- especially lawmakers.

Therefore, let's present a few of the contrary votes cast by a popular lawmaker who currently seems to be the darling of the liberal national media cabal.

(Our thanks go to Gun Owners of America, who compiled this Congressional vote and a great deal more information: <http://www.gunowners.org>)

He voted to severely punish parents who allow their kids to even touch a so-called semiautomatic gun. The definition of the guns, plus exemptions, takes up six whole pages of fine print in the U.S. Code. Apparently, the ban would even include the Ruger 22 caliber semi- automatic pistol, originally designed to train young kids. He also voted to increase penalties for violating the almost incomprehensible regulations governing the circumstances under which one may legally take one's child hunting or target shooting with a handgun or semi-auto rifle.

He voted to impose a lifetime gun ban for juveniles committing youthful indiscretions at a very young age and he again voted to extend the arcane and confusing juvenile handgun ban to semi-autos. Then, he voted to spend $40 million for increasing the presence of the BATF -- not to investigate murders, violent felonies, or crimes of violence, but to pursue "firearms" offenses, such as minor recordkeeping errors. And, he voted to assign one U.S. attorney in every district exclusively to harass gun owners.

Furthermore, he voted to include those stupid trigger locks with every handgun sold. And recently, he voted to impose background registration checks, which would subject all pawn shop and gunsmith transactions to the same registration and background check requirements as purchases from dealers.

All of these votes were cast last year by Senator John McCain. Not one has any Constitutional basis. In fact, as we saw above, the federal government has no Constitutional authority whatsoever to regulate our right to keep and bear arms. John McCain was, therefore, intentionally violating the oath of office he took before God and the people of the United States to "support and defend the Constitution." He lied, in other words.

He also dishonored the office of United States Senator.

NEWSLETTER HOUSEKEEPING

The Heads Up newsletter only exists in cyberspace. We print no copies and have nothing to sell. Subscriptions are free. Therefore, no money is spent on, nor earned from, this newsletter. It should, therefore, be considered by government to be a hobby rather than a business.

All that is necessary to subscribe to "Heads Up" is to send a message saying you wish to be placed on the list. There is no charge. All we ask is that subscribers pass the newsletter on to friends -- as received, with no changes or additions.

It's hard to believe that there have already been 172 issues of this newsletter, but there are. All of them are still available on the Internet, too.

Well . . . they are, anyway, except that, recently, there has been a lot of action there and the system overloaded and shut down on three consecutive days last week. The visit "counter" obviously does not work properly. ISP tracking software (just installed) shows there were many visits and a lot of downloads -- many thousands more than the simple "counter" registered. That's presenting a problem for the moment but, hopefully, will be worked out very soon.

Along with the newsletter, we are thinking of branching out some, becoming a bit more multimedia in the presentation of information. More will be reported on this soon, I hope. Meanwhile, we will be talking with others, deciding whether we should develop these ideas quickly, with help, or go for it slowly, alone.

While writing the newsletter, the thought occurred to me that many of the bills proposed would be disastrous if they were ever enforced. So, I started playing "what if" with the idea. That is, "what if" every federal law, rule and regulation were enforced continuously and equally throughout the county?

There are thousands of federal laws, rules and regulations already on the books -- many more than one person could ever understand. Worse, many are poorly written and some actually contradict others. The federal laws, rules and regulations are being changed a lot, too. Faster than any single person could ever keep up with.

So, what would the American people do in the face of such a constant barrage of bureaucratic harassment? How would they survive, never knowing exactly what the law is or precisely how it will be enforced?

Then, of course, there is also that ever present slippery slope factor to consider. . . . .

This, of course, would not be good material for the newsletter because it would essentially be fiction. Therefore, I intentionally wrote it as fiction.

The novel, In their Sacred Honor, is now three quarters completed. Book sellers will classify it as a political-action-adventure novel. In Their Sacred Honor is about big government run amuck -- which is exactly how it would appear if the Federal government tried to enforce all of the laws, presidential directives, rules and regulations in all areas of the country, every day.

This is not a very pleasant scenario, nor was it intended to be. The story is based on fears -- many real, some imagined -- already materializing throughout our country. The story is based on the logical extension (down the slippery slope) of a series of laws already in effect, and a few bills that have recently been proposed and have a good chance of passing.

The novel is fun to write because I get to play with ideas and suppositions that, when strung together, even surprised me with the potential of their intended and unintended consequences. The sad part is that there is nothing in the story that cannot (and maybe will) happen. The surprises come with the various reactions of the American people and what happens when big government attempts to defend its position.

Some say that a well written novel must have strong characters, and there are a couple on both sides. Generally speaking, though, most characters are ordinary people from all walks of life who were thrust together because of the situation caused by the central government. How they react, or do not act, is the story. How the machine of government reacts to the people, or does not act, keeps the story interesting.

Anyway, I'll be backing off a little on the newsletter for a while in order to complete the novel. And, as things look now, ninety days after I am done editing, the book will be available from most large bookstores throughout the country.

Will I have to go into hiding, someone asked? Not hardly. It's all fiction, after all. Besides, we still have remnants of freedom of speech and the press left. Somewhat, anyway.

But I can honestly say that anyone with socialist tendencies reading this novel may be a little upset. We can leave it at that for now.

IT'S CONGRESS, NOT JUST THE PRESIDENT !

By: Jim Rarey

msutton828@provide.net

Could a Constitutionalist president such as a Pat Buchanan or Alan Keyes bring the government back to the original intent of the U.S. Constitution? In this writer's opinion the answer is no, at least not without a majority of Constitutionalists in both houses of Congress.

Such a president, however, could slow down or stop the headlong rush into a totalitarian government ruled by executive fiat. The fear of this author is that too many conservatives (read Constitutionalists) are being swept up in the quadrennial frenzy of presidential politics and ignoring the equally important task (if not the crucial task) of nominating and electing conservatives to Congress. Without backing in Congress, no president can get an agenda through that will reverse the direction of the national government.

There is a number of daunting challenges such a president would face including; the repeal of the 16th Amendment and the Federal Reserve Act, withdrawal from the United Nations, WTO and other tentacles of world government, as well as dismantling the leviathan the federal government has become.

The entrenched money powers (including the national media) have a virtual stranglehold on the nomination and election process of the president. Where conservatives can be most effective is at the grass roots level in Congressional districts. In most cases, staunch conservatives will have to be persuaded to run for office. Then they must be backed up with campaign contributions and foot soldiers in the precincts.

In this effort, the primary elections are where the battle is won or lost. For too long, conservatives have ignored the primaries and then complained about the choice between tweedledee and tweedledum in the general election. Regardless of party, we must give the electorate a clear choice at the Congressional level in the primaries.

The presidential race in the two major parties is virtually over. None of the four "front-runners" are acceptable to this writer. Alan Keyes fought a valiant battle against a stacked deck. Pat Buchanan faces an uphill struggle in the Reform Party.

Issues can be formulated and honed on the Internet (until the feds take control) but success will be measured in financial and organizational support of Constitutionalist candidates at the grass roots level. Let's get to work.
